The Public Service Hall(PSH) is an reform for renewal of the Public services initiated by the Georgian Ministry of Justice. A system of modern municipal buildings which ...'belong to each and every citizen of Georgia'.... is being under construction in cities throughout the entire country.

In such a framework, a new municipal building has the potential to become the new civic platform in the city. Chiatura lies along the Kvirila river in a canyon like trench of the Greater Caucasus range. Spectacular mountainous scenery frames the city on both sides of the canyon. The new building is situated on a central square parallel to the

river. The project proposes roof of the building to become an elevated square, connecting to the existing public space. In such a way the roof auditorium can host the civic events and becomes the promenade and viewing place towards the mountains.

Municipal services housed under the coffered ceiling roof are arranged in a free plan, with few programmatic islands. The waiting area and quick services are placed adjacent to the entrance. The rear entrance allows for flexible use of the space. Such a plan distribution allows for quick customer service and the estimated waiting time of 2 minutes.
